The Arab NGO Network for Development (ANND), established in 1997 and headquartered in Beirut, is a regional advocacy body that brings together civil society organizations from across the Middle East and North Africa to strengthen democracy, social justice, sustainable development, and human rights. By uniting NGOs, unions, and research centers under one umbrella, ANND provides a collective voice for civil society in regional and global policy arenas, engaging with institutions such as the United Nations, the League of Arab States, and international financial organizations. Its work focuses on amplifying the role of civil society in policy dialogue, advancing inclusive development strategies, and defending civic space in the Arab world.


Dr. Allaghi was a founding and influential figure in ANND, contributing her experience as a sociologist, development practitioner, and women’s rights advocate to shape the network’s mission and strategic priorities. She played a pivotal role in ensuring that issues of gender equality, grassroots participation, and marginalized voices were central to ANND’s early agenda. Through her leadership and credibility in regional and international circles, she helped ANND gain legitimacy as a respected platform for Arab civil society organizations.

Her involvement went beyond strategy; Dr. Allaghi actively worked to bridge the gap between local realities and international frameworks, bringing nuanced perspectives from the region into policy debates on development, governance, and human rights. This contribution was vital in positioning ANND not just as a convening body but as a recognized advocacy actor influencing regional and global agendas.

Today, ANND stands as one of the most prominent civil society networks in the Arab region, and Dr. Allaghi’s foundational role has had a lasting impact in embedding inclusivity, gender awareness, and grassroots engagement into its DNA. Her vision helped secure ANND’s place as a key driver of civic advocacy and policy reform in the Arab world.
